DVIDS – News – NAVSUP FLC San Diego Logistics Support Center provides on-load support to USS Abraham Lincoln
CORONADO, Calif. – Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) San Diego Logistics Support Center (LSC) Representative’s branch is responsible for providing daily face-to-face support to U.S. naval ships assigned to and visiting Naval Base San Diego and Naval Air Station North Island.
“During on-load evolutions, our mission is to communicate delivery times and locations to vendors, the ship, and laborers through an onsite presence, ensuring the contractor is meeting their deliverables in a safe and timely manner,” explained Mark Rollston, NAVSUP FLC San Diego LSC director.
During a recent evolution, Hector Pagan, NAVSUP FLC San Diego Logistics Support Representative (LSR), Edwin Figueroa, NAVSUP Assistance Contracting Officer Representative (ACOR), and the NAVSUP FLC San Diego Subsistence Prime Vendor (SPV) Branch worked together to facilitate the delivery of goods to the USS Abraham Lincoln (CVN-72), who was preparing for an upcoming underway.
To initiate this effort, the ship supply department places an order with the SPV seven days in advance of the requirement. The SPV manages all food orders received from local customers. Once the order has been received, the SPV processes the order through the Subsistence Total Order and Receipt Electronic System, after which, they coordinate the vendor deliveries with the contracted laborer support.
During this process, the LSR acts as a waterfront integrator to ensure successful liaison between ships and the shore support infrastructure. The LSR arrives at the pier before the delivery to provide total logistics support. This can include: removing any barriers that may cause delays, ensuring the ship’s personnel are standing by, communicating vendor delivery delays to the vessel, and vice versa.
The ACOR provides direct oversight of the contractor’s performance to ensure the contractor metrics are met as outlined in the contract. Additionally, the ACOR certifies that the contractor has appropriate access to the base using the Trusted Agent Sponsorship System.
On the Lincoln, the team observed the contractor’s compliance with the contract, by storing 450 cases per hour. The team oversaw the delivery of 137 pallets containing 5,946 cases valued at $276,175.10 in consumable goods.
The LSC is comprised of eight branches: Foreign Military Sales, Global Distance Support Center, Navy Cash Team, Fleet Assistance Team, Field Examination Group, Navy Food Management Team, Logistics Support Representatives Branch and Prime Vendor Branch. Each branch provides unique support to the U.S. Navy Fleet.
